Executive summary

Over the course of 2009, the process of negotiating the Association Agreement (AA) between the European Union and Central America should be finalised, with the hope of establishing a framework Agreement to improve relations between the two regions based on Political Dialogue, Cooperation and Trade. Unfortunately, much of civil society in both Europe and Central America see the AA as nothing more than a Free Trade Agreement embellished with the occasional token chapter on Cooperation and Political Dialogue which are intended to serve as nothing more than sweeteners for what is really an exercise in further liberalisation of the markets for goods and services, greater protection for European investmentsin the region and less regulation of capital movements (...)

Resumen ejecutivo

Durante el año 2009 se debe finalizar el proceso negociación para el Acuerdo de Asociación (AdA) entre la Unión Europea y Centroamérica, acuerdo que persigue un marco de relación entre las dos regiones basado en el Diálogo Político, la Cooperación y el Comercio. Desgraciadamente, desde la sociedad civil tanto europea como centroamericana se prevé que el AdA sea tan sólo un acuerdo de libre comercio adornado con algunos capítulos sobre cooperación y diálogo político destinados a endulzar la dolorosa píldora de mayor liberalización de mercados de servicios y bienes, mayor protección a las inversiones europeas en la región y menor regulación de los movimientos de capitales.
